Meghan Wankel has been with CARE Centre for Internationally Educated Nurses since 2014 and has coordinated the agency’s Pre-Arrival Supports and Services (PASS) Program since 2016.

PASS has provided case management and supports to over 1700 internationally educated nurses in their countries of residence planning migration to Canada. 

She has a Bachelor of Science in Political Science from University of Toronto and a Masters of Migration and Refugee Studies from the American University in Cairo.

Mark Piercey joined The CARE Centre for Internationally Educated Nurses as the Marketing and Promotions Officer for the PASS program in March 2024. He created the pre-arrival Client and Intake Referral Portal for the federal government.

Mark has extensive experience in marketing and public relations, with several years working under partnerships with Immigration, Refugees and Citizenship Canada.

He has helped thousands of newcomers successfully utilize Canada’s pre-arrival and post-arrival programs.

This in-person event will offer information about the PASS pre-arrival program and attendees will have the opportunity to learn about nursing in Canada as well as a chance to ask questions.

PASS Pre-arrival Supports and Services

The Pre-Arrival Supports and Services Program (PASS) is a pre-arrival program funded by the Government of Canada.

The PASS pre-arrival program is for Internationally Educated Nurses (IENs) in their countries of residence who have been approved for immigration to Canada.

There is no cost for PASS services. IENs must have proof of graduation from a nursing school and a letter of immigration confirmation from the Government of Canada.

Planning for Canada Pre-arrival Program

Planning for Canada provides information and guidance to family and economic class immigrants and Atlantic Immigration Program candidates before their arrival so they can be better prepared to live and work in Canada.

We offer information sessions, personalized planning services and connections to in-Canada advisors for province or territory-specific information and guidance on settlement and employment services to make finding work in your intended field and occupation faster and easier.

CARE Centre for Internationally Educated Nurses

The CARE Centre for Internationally Educated Nurses provides IENs with the one-on-one case management, language and communication skills, exam preparation, professional development, mentoring and networking to be successful in the nursing profession within Ontario, Canada.

Since 2001, the CARE Centre has provided programming and services dedicated to supporting international nurses back into practice, providing pre-arrival services (the PASS program) and post-arrival services (the STARS program – in Ontario, Canada).

Case Management

One-on-one conversations with PASS leaders in Canada.
One-to-one virtual case management, tailored to individuals’ unique circumstances. After registration with PASS, members gain immediate access to the PASS Program Coordinator for individual consultation and guidance

Courses

Courses tailored for the Canadian healthcare system.
Nursing Communication Foundations, designed for nurses with an English language proficiency level of Canadian Language Benchmark 5 and 6. The course requires a minimum of 35 hours of independent study time.

Webinars

Live and pre-recorded webinars and information sessions.
PASS is made up of 11 webinars. Each webinar is approximately 1 hour – 75 minutes long. After completion of all 11 webinars, members will receive a certificate of completion.

Connections

Post-arrival connections to resources in Canada.
Information and referrals to targeted agencies, including regulatory bodies, professional associations and community organizations in destination provinces, are facilitated so each participant can transition into post-arrival supports.

Mentorship

Learn from other Internationally Educated Nurses in Canada.
PASS has nurse mentors all across Canada who volunteer their time to provide support and assistance to certification candidates. Nurse mentors hold current CNA certification and have a minimum of three years’ experience in their chosen nursing practice specialty.

Registration & Exams

Information on NCLEX exams, Canada's nursing regulatory institutions and more.
Information and referrals to targeted agencies, including regulatory bodies, professional associations and community organizations in destination provinces, are facilitated so each participant can transition into post-arrival supports.
