How does PASS work?

Approved for Immigration

An Internationally Educated Nurse is approved for Permanent Resident by the Government of Canada.

Register for PASS

Nurses can register for PASS pre-arrival program while in their country of residence. They will receive government-funded, online services and support - starting the registration and licensure journey before landing in Canada!

Nurse arrives in Canada

Nurses landed in Canada can utilize PASS Post-arrival services, with supports across Canada. These supports include expert Case Managers specific to the province or territory the nurse choose to register and become licensed.

Registration, Licensure and Employment

The PASS Program works with regulators and healthcare employers across Canada to ensure IEN's have the tools they need to succeed in the Canada's nursing profession.

The PASS Program helps nurses prepare to work in Canada’s nursing profession. 

Funded by the Government of Canada, the PASS Program is administered by CARE Centre for Internationally Educated Nurses.

PASS can support nurses to:

  • Navigate nursing regulation across Canadian provinces and territories
  • Understand the Canadian health care system for workforce integration
  • Develop Canadian nursing-specific language and communication skills
  • Connect with nurse mentors, network to gain health care sector insights
  • Explore pre-registration and regulated nursing employment opportunities

CARE Centre for Internationally Educated Nurses opened in 2001, and has been assisting nurses through funding by the Government of Ontario.

In 2016, CARE Centre launched the PASS Pre-Arrival Supports and Services Program with funding through Immigration, Refugees and Citizenship Canada. 

Since this time, CARE Centre has assisted thousands of Internationally Educated Nurses in Canada and abroad. 

CARE Centre is the flagship program and governing body of the organization, overseeing specialized nursing programs: The STARS Program (Ontario-specific) and the PASS Program (International and pan-Canadian)

The PASS Program can support healthcare employers depending on your needs.

PASS can support nursing employers to:

  • Partner for webinars and workshops
  • Workplace Integration support
  • Recruit qualified, job ready IENs
  • Retain skilled staff through targeted support strategies
  • Enhance onboarding and workplace integration
  • Strengthen your employer brand
  • Register your eligible current staff for the PASS Program and other free training resources

The PASS Program offers in-person and online supports in every province and territory in Canada!

We currently have in-person offices in:

  • Prince Edward Island

Our head office is located in Toronto, Canada.

To be eligible for the PASS Program, along with proof of nursing background, nurses must also provide documentation showing that the Canadian Government has approved their permanent migration to Canada.

Any of the following immigration documents are accepted:

  • An IRCC invitation to obtain pre-arrival services
  • A confirmation of Permanent Residence (COPR) letter/document
  • A passport request letter that indicates Permanent Resident visa issuance
  • An IRCC request that an applicant for permanent residence complete a medical examination
  • A Single Entry Permanent Resident Visa
  • A Permanent Resident Visa pick up notification letter

Newcomer nurses and their family can get free in-person and online services to help prepare for and adjust to life in Canada.

They begin these services before leaving their country of residence. We call these pre-arrival services.

Pre-arrival services can help nurses to:

  • Prepare for their move to Canada
  • Learn how to get their education, work experience and credentials recognized in Canada
  • Connect with employers to find employment
  • Connect with other services after arrival in Canada
  • One-on-one case management  
  • Live PASS and diverse guest webinars equipping IENs for successful entry and health workforce integration
  • Online nursing communication courses 
  • Opportunities to connect with nurse mentors  

No! There is no cost to nurses or employers who want to utilize PASS supports and services.
